West Pennsboro Township is looking for residents to fill vacancies on the West Pennsboro Township Planning Commission Board and the West Pennsboro Township Municipal Authority Board. 2012 Septic Pumping Requirements

The residents on the following roads are required to have their septic pumps in 2012: Log Cabin, McAllister Church, Meadow Drive, Mill Road, Mt. Rock Road and Newville Road.

If you have any questions or have already pumped your septic systems, please contact the Township Office at 243-8220 so we can verify our records.

UCC PERMITS UPDATES - EFFECTIVE 1/1/12

Any permit submittal, effective January 1, 2012, for a commercial building must contain a CD with the plans in PDF format.

This will allow for digital record keeping at MDIA's level as well as the municipal level. This method will reduce clutter and the amount of storage space required to maintain UCC compliant building plan storage. The municipality will simply receive a standard CD with the complete set of stamped and approved plans from MDIA in a secure folder for permanent storage once the plans have been approved.

The permit applicant will need to provide two (2) hard copies of the plan AND one (1)CD with the plans in PDF format. When the plans come back from the MDIA office, BOTH hard copies can be returned to the permit applicant. The CD of plans, to be kept on record for the life of the building, will be returned to the municipal office when the job is complete. The CD will then be treated as the complete construction drawings, only allowed to be removed or altered by the current BCO (UCC 403.85).

November 1 Public Meeting for the Big Spring Master Plan

West Pennsboro Township in cooperation with the Big Spring School District, the Borough of Newville, the Newville Borough Water and Sewer Authority, Cumberland County Planning Department and Cumberland County Redevelopment Authority invite area residents to attend the first public meeting for the development of the Big Spring Master Plan.

The first public meeting is scheduled for November 1st, 2011 from 7:00 PM to 9:00 PM at West Pennsboro Township Municipal Building, 2150 Newville Road, Carlisle, PA 17015.

The meeting will include an overview presentation of the project followed by an open discussion to solicit ideas for improvements and to address any questions or concerns about the project. All interested residents and local business owners are urged to attend the meeting and share their opinions with the project sponsors and planning consultants.

Subsequent public meetings are scheduled as follows:
March 7, 2012 Public Meeting #2
May 23, 2012 Public Meeting #3

The purpose of the master plan is to evaluate and identify a comprehensive strategy to for the design and implementation of public improvements, and guide the community in determining the best uses for a significant property owned by the Big Spring School District. The project area generally consists of the Big Spring Heights section of West Pennsboro Township, including the campus of the Big Spring School District and bounded by these roadways: Mt. Rock Road – West Pennsboro Township, SR 0641 Main Street, Newville, SR 3007 Big Spring Avenue – Newville, SR 0233 Centerville Road – West Pennsboro Township.

Simone Collins Landscape Architecture, Inc, Norristown, PA was retained by West Pennsboro Township on behalf of the project sponsors to act as project manager and lead design/planning team, Urban Partners of Philadelphia, PA is serving as economic development specialists and Grove Miller Engineering, Inc, Harrisburg, PA will evaluate transportation related issues.

The master plan is being funded in part by the Pennsylvania Department of Community and Economic Development (DCED), West Pennsboro Township, Big Spring School District, Newville Borough, Newville Borough Water and Sewer Authority, Cumberland County Planning Department and Cumberland County Redevelopment Authority.
